Philip Brown has joined Cooley’s global product compliance and litigation practice, as well as its East Coast business litigation group in Washington, DC. Brown will serve as special counsel, bringing his experience from the US Consumer Product Safety Commission (CPSC) and Federal Trade Commission (FTC) to advise clients on product compliance and litigation matters.

Kaye, a partner at Cooley and former CPSC chairman, commented on Brown’s appointment: “I know firsthand the skill set, work ethic, integrity and judgment Philip brings to every matter, having worked with him directly while he was running some of the highest-profile cases under me at the CPSC. He successfully navigated complex enforcement within both the CPSC and FTC, and his experience will serve as a tremendous asset to our clients and team.”
Brown previously worked at the FTC’s Bureau of Consumer Protection where he handled enforcement actions and monitored compliance with court and administrative orders. His prior role at the CPSC involved leading investigations that resulted in major recalls and civil penalties.
Cooley’s US products regulatory practice includes several former senior officials from the CPSC such as Elliot F. Kaye, Matt Howsare—former chief of staff—and Asha Allam—former acting general counsel and senior trial attorney.

Brown is admitted to practice law in Florida and North Carolina but not in Washington, DC; he will be supervised by members of the DC Bar.
