David Peloquin, a health care partner, has co-authored an article in the Journal of Law, Medicine & Ethics. The article examines how compensation to clinical trial participants might affect their eligibility for means-tested programs by potentially pushing them over income limits.
The authors highlight that low income can be a barrier to Americans enrolling in clinical trials. To ensure diverse participation in these trials across various diseases, they propose that the U.S. Congress consider legislation to exclude certain payments from gross income. They also suggest expanding the exclusions related to clinical trial compensation for means-tested programs as outlined in the Ensuring Access to Clinical Trials Act of 2015.
